All monetary improvements to this new collective agreement take effect today, with the exception of those in which the agreement sets a different date. For example, some salary increases are retroactive to 2016 and some will only take place in the future. The collective agreement of some 7,500 acute nurses in Nova Scotia has already been developed, with the exception of two questions that were put to the arbitrator, said Janet Hazelton, president of the Nova Scotia Nurses Union, which negotiated on behalf of nurses with the Nova Scotia Government- General Employees Union, UNIFOR and the Canadian Union of Public Employees. The Council, which represented NSNU, CUPE, Unifor and NSGEU, held more than 50 meetings with employer representatives, during which attempts were made to negotiate 16 collective agreements, up to one for the public health agency and one for the IWK. The bargaining committee of the Council of Health Trade Unions consists of six members of the NSGEU, three of CUPE and one of Unifor. The Nova Scotia Nurses Union (NSNU) is also a member of the Health Care Council. The Health Care Bargaining Council is the focus table in this round of health negotiations. The committee, which represents administrative, support and care professionals, is preparing to begin negotiations as soon as an agreement has been reached on health care. Given that the Commission and employers have based all proposals on the current NSGEU Local Collective Agreement 42, the Commission estimates that this is close to 70% of the road to an interim agreement for iWK and NASHA.

However, the most difficult and controversial issues, such as benefits, wages, job security, pensions, job vacancy notices, working hours, sick leave and redistribution, have not yet been addressed. Final collective agreements for unionized workers employed by the Nova Scotia Health Authority and the IWK Health Centre ended a laborious negotiation process that began after the province`s district health authorities merged in 2014. The primary objective of the strike vote and the sending of the basic service plan to the Labour Council is to create sufficient pressure for employers and the government to conduct sound negotiations and conclude a new collective agreement. We are still finalizing an essential services plan with the Nova Scotia Health Authority. As part of the negotiations, the Council continues to work to negotiate an Essential Services Agreement (ESA) that would include all 6,500 members of the Public Health Tariff Unit. If the agreement is ratified, it provides for a mediation arbitration process that will conclude collective agreements for the four bargaining committees on the safety, care, assisted care and administrator committees. The 20-member Caregivers` Council began collective bargaining in early September, and meetings with employers continued until early this week, significantly reducing the issues Mr. Kaplan faces. By the end of the week, Mr. Kaplan will be submitted in writing and we expect him to issue his order setting out the terms of the new collective care agreement shortly after verifying the submissions. With the recent agreements reached, the health authority said that collective agreements are now in force until 31 October 2020 with union councils for health, health promotion, health professionals and care. The four bargaining units will continue to negotiate with management.

What is new in this agreement is that all issues that cannot be resolved at the negotiating table will be sent to an external arbitrator independent of the Ombudsman.
